This has to do with two variables, one is resistance and the other is current. In general, resistance is not a big problem, unless you buy cheap Thai chargers and charging cables, one of which is damaged, or the connector becomes loose (in which case the resistance rises), causing the charger to output less current amperes.

The less current, the slower the charge. The more current, the faster the charge. It should be noted that electronic devices are usually set to use rated power to charge, and entering more current may cause damage to the electronic device.
