This setting is a new feature in iOS 14 and later and is turned on automatically by default. When a device such as your phone communicates with a Wi-Fi network, the device must identify itself on the network using a unique network address called a Media Access control (MAC) address. But if a device consistently uses the same Wi-Fi MAC address across all networks, network operators and other network observers can more easily associate that address with the device's network activity and location. So you can do some kind of user tracking or analytics, and that applies to all devices on all Wi-Fi networks. Turning on the \"private address\" feature on the iPhone can avoid this situation.

In some cases, the network may not allow a device to join using a private address, or the device may join but the network does not allow the device further access. In such cases, if you feel that your current Wi-Fi network is trustworthy and you know who is providing it, you can choose to turn off the \"private address\" setting for the specific network as described above.
